CAB AND CHASSIS
| Effective Date: June 18, 2026 | Review Due: June 18, 2028 |
Summary of Changes
Added a policy reference of 8.12.2 Vehicle Verification Inspection to Section D.
Purpose
To provide guidelines for the titling and registration variations that are specific to the cab and chassis vehicle.
Authority
Two Year Review, A.R.S. §§ 28-2051, 28-2052, 28-2055, 28-2152, 28-2153, 28-2160 and 28-5801.
Policy
- A cab and chassis vehicle is made up of two parts, the frame of the vehicle and the covered compartment (in which the machinery is housed and the operator sits). Typically, a cab and chassis vehicle is purchased with the intent of converting the vehicle by permanently installing equipment, either at the time of purchase or a later date.
- Permanently installed equipment is defined as equipment which, once installed, creates a definite interior or exterior change to the vehicle and is not easily removable.
- Equipment that is permanently installed on a cab and chassis, whether at time of purchase or later, is subject to Vehicle License Tax (VLT).
- When it is determined that the vehicle is converted, the new Manufacturer’s Base Retail Price (MBRP) also known as the Factory List Price (FLP), hereinafter referred to as the FLP, is established by adding the FLP of the cab and chassis vehicle to the FLP of the new equipment, when listed by the manufacturer; or, when unavailable, the price shown on the invoice. This is done because the vehicle is no longer the vehicle originally built by the manufacturer and the original FLP alone cannot be used for determining the correct valuation.
- The owner is responsible for providing invoices and/or bills of sale for any equipment that is added to the cab and chassis.
- When the owner is unable to provide this information, the cost of the conversion will be calculated by referring to the Truck Body Blue Book, its supplements or any similar publications.
- When initially titling and/or registering a cab and chassis vehicle, a physical inspection is required, see Policy 8.12.2 Vehicle Verification Inspection.
Note: When the Manufacturer's Certificate of Origin (MCO) and conversion invoices/bills of sale are submitted at the time of application, the physical inspection is waived. The invoice must describe the additions to the cab and chassis vehicle.
- To ensure that VLT continues to be assessed correctly, a physical inspection is required prior to renewing the registration for a cab and chassis vehicle. Depending on the documentation presented, additional documentation may be required.
